I don't have any insight into the Raspberry Pi build environment. However there are a lot of errors related to M4 there. Can you ensure this is installed.
On the other hand it looks like the autoconf version you have just isn't compatible somehow. Unfortunately I have no way to debug this. It certainly works just about everywhere else. Bill.
