Thank you council member Lane in answering many of my questions.   I
appreciate your thoughtfulness and clarity.   I have a few additional
questions:
1       What inter-departmental spending caused us to have such a debt?
2       What other spending caused us to fall so far behind?
3       How long has this practice of spending our future dollars been going on?
Who has supported this practice?  and Have we seen any return on our
spending of future dollars?
4       Do we have an evaluation process to rank the effectiveness and customer
serviceability of our programs in order to make decisions about which
programs remain, get re-tooled or get deleted?
5       What has been the net increase in tax revenue as property values have
increased as compared to the increase in spending during the same period of
time.

By the way, not counting for inflation seems like a really stupid mistake.
Makes one wonder who's been running the financials anyway?
