I haven't had a chance to thoroughly review the current charter, but how
about some good old off the top brainstorming for the Charter Commission to
consider:

1       Proportional Representation
2       Instant Runoff Voting
3       An elected Mayor with clearly delineated role in running the departments
of the city.
4       An elected City Council with clearly delineated role in policy setting,
budgeting, long range planning and appointment approval, but not running the
departments of the city.
5       Some real reform as to the makeup and operation of the MCDA, but I don't
really know what that means yet.
6       A city structure that includes a hired a city manager answerable to the
Mayor.
7       A governance model like Carver or some other model that would help
delineate responsibilities more clearly.
8       And some accountability to elected officials in this NRP system we've got
setup, if we are going to continue with it.

Anybody have any other ideas?  Or slash and burn comments about my list ;-)
