206 members of the CNIA membership list of 1200, one sixth, signed a
petition requesting the special meeting. The May 16, 00 election, won
handily by the "Blue Crew," suffered from a plague of accusations of voting
irregularity. There was but one question on the petition: Will we affirm
the May election or hold a new election. The petition also requestied that
the League of Women Voters run the election and that people give proof that
they "live, work or own property" in Central neighborhood. The CNIA board
held the meeting, but blew off both the LoWV and the identification.
Results: the May election was endorsed, but there were some 40 to 50 voters
whose eligibility to vote was doubtful. Some who voted were clearly
ineligible to vote. The final count was 120 to 104. Described variously as
sad, horrific, and outrageous by attendees, the board convinced attendees
that, indeed, they had not won legitimately in May. Several board members,
however, claim that the special meeting was called by a small group of
racists who have controlled "the money" (NRP dollars and granted monies)do
not want to give up power and that the By-Laws forbid them from using the
LoWV. The latter claim is preposterous. The By-Laws make no mention of how
elections have to be conducted; however, they do assume that only eligible
membership may vote. Three letters of grievance have been filed with MCDA
Citizen Participation. They will have to be sent on to the CNIA Board for
90 days. If the decision of the board is to duck the issue and find the
claims unfounded, grievers may submit the grievance to Citizen
Participation.
This, ladies and gentlemen, is what's known as "an unholy mess."
