Who says taxpayers should pick up the bill for this?
This development-subsidizing mindset is one of the
impetuses driving urban sprawl. If these costs were
properly borne by new developments,
preserving/improving areas with existing water, sewer,
lights, etc. would be much more financially viable.
The anti-Wal-Mart crowd should focus on this issue,
not on the decimation of local small businesses . . .
