I don't know of any study times which has costed out the savings from elimination of all the duplicated functions. There has been some work on small parts of this issue but no comprehensive study. I can say the number of duplicated functions is so numerous that one should consider the Park Board "a city within a city." Street repair, garbage collection, police patrol and investigations (with their own "police chief"), union negotiator, facilities maintenance, lobbyists, benefits department, information technology, are just some of the services duplicated between the City and the Park Board. Because of the sheer number of duplications, I would expect there could be substantial savings merging these functions. Carol Becker Longfellow PS. I am one of the people of the dog underground who illegally run their dogs off leash in little nooks and crannies of the City, who furtively whisper about where these little spots are in the dead of the night with other dog owners. Having several dogs, with the largest at a whopping 13 pounds, I can attest to the need for a place larger than my south Minneapolis yard for the dog to run, wear off some energy, and socialize with other dogs. Without this time, the dogs are more crazy and thus I am more crazy.
