normal conflict of interest policy.  However, you're dealing with a huge 
number of people and many possibilities for a conflict.  In order to be clean 
and clear about it, I believe something like the proposed policy is the only 
way to go.  Still you're not going to catch everyone, but at least the policy 
doesn't have any murky areas for people to manipulate.
