FYI, that is not a substation.  That is a precinct, the Downtown Command,
covering the area bounded by I-94, Plymouth Ave., and the River.  It's not a
permanent location for the precinct (we're in the converted former Chamber
of Commerce building, not in City Hall), so we have no "built-in" parking.
The city is shelling out significant $ to park non-patrolling squads and
personnel vehicles in the DAP ramp at 4th & Nicollet.  With roughly the same
number of officers as the 2nd Precinct (entire Nordeast), it will be none
too soon that the Downtown Command gets a new building, with its own parking
so the not-so-high-spending classes can park on 5th Street again after the
meters expire.
