New thread - foster care

Did anyone see the article in last week's Time magazine about foster care?
Does anyone know where in the continuum Minneapolis falls on the two main
issues, i.e.. foster care v. adoption, and the higher incidence of abuse in
foster homes? Is this a city, county or state issue?  Or has this been
exhaustively discussed in the past?
