Frankly, as I've watched the NRP frolics over the years, I've often thought 
that the quasi-official status of the citizen participation groups, the ones 
annointed MCDA on behalf of the City Council for the purpose of allowing the 
groups to receive $$$ - not just NRP $$$ - causes a lot of confusion and 
frustration by making some citizen participation appear to be more legit or 
valued that other participation. (I apologize for a really tortured sentence 
there!)

I don't have a solution to propose, just the observation that - IMHO - the 
frustration and testiness of some "participants" is understandable and more a 
function of a complicated system than bad will. Although I'm sure that given 
enough frustration, bad will becomes a real possibility...
