There never was any question in my mind that we would be asked to pass yet 
ANOTHER referendum when they woke up and discovered they didn't have enough 
money.  I agree with Gus, 8-10 years from now no one is going to care what 
the footnotes in the budget for 2001 say.  The passage of the referendum this 
year has left the taxpayers with potential huge tails in the future.  We're 
going to be paying for this in spades for a very long time.
