Looking out my living room window, I think I can see well over $100 million
of construction underway in downtown (not sure what the tax capacity of this
would be). Unfortunately a significant portion of it is in new TIF
districts. Add some construction along the river and it doesn't take an
extremely large increase in value of existing property to get a $300 million
increase.
