My recollection is that he was head of the police federation, not police chief, before becoming mayor. But that was an awfully long time ago, and my memory may not be accurate. He was defeated for one term as mayor and then came back again, and I can't remember if he had some significant post in the police department during the interim period or not. I've heard some say that current problems are related to his legacy in the police and city government. Do any of you who were paying closer attention back in the seventies have an opinon on that?
