Here is my speculation based on ignorance: - Minneapolis has an open meeting law. - Reporters with cameras are citizens. (Citizen Brauer? Rosebud???) - Any action that would block citizens from viewing a council proceding might be construed as violating the open meeting laws. Are cameras banned from court rooms for any activity that occupies the court room or just for procedings presided over by a judge? Holding Minneapolis proceding in a place that "is not Minneapolis", like a federal courthouse, would be like having the meetings in another state or country. That may not be legal either. I'm sure that lawyers will become involved and all will be made perfectly clear in very short order.
