Ward and precinct changes will follow the "02" - "the year ending in the
number two" stipulation in the City Charter, per the City Attorney's opinion
at the special Charter Commission meeting this afternoon. It seems that even
if a miracle were to happen and the State redistricting process were to
finish in a few weeks, this fall's municipal races will be held in the
status quo ante - i.e., as our maps now read.

The City Attorney informed the Commission that the State statute requiring
redistricting of City Wards within 60 days after the Legislature redistricts
is superceded by the provisions of the Minneapolis City Charter (spelled out
in Minn. Stat. 410.21 and the City Charter itself in Ch. 2, Para. 15).

Susan Griffin, The Minneapolis Director of Elections, was quoted in an
article in the January 15-28 issue of The Southwest Journal, as suggesting
the possibility that redistricting was technically feasible this year. Fred
