I think I understand how fiscal disparities works, but that sentence stumps 
me. Do I consult a grammar teacher, a policy wonk or psychic hotline?

I'd like some clarification here. There are lots of folks pricing education 
now, doing much more sophistacted work than 1970—accounting firms, right wing 
think tanks, university types. As far as great governors, I think it was on 
Arne's watch that the Coalition for Educational Reform and Accountability 
tried and failed to figure what was essential and how much it costs in 
Minnesota.
