There are lots of folks pricing education now, doing much more sophistacted work than 1970—accounting firms, right wing think tanks, university types. As far as great governors, I think it was on Arne's watch that the Coalition for Educational Reform and Accountability tried and failed to figure what was essential and how much it costs in Minnesota.
