Just a caution here.
Annie sneaks the camel's nose into the tent on the back of defining
progressive, a subject that came up during a discussion of Progressive
Minnesota. Since it technically defines progressive (the concept of taxing
those with more at higher rates) as opposed to regressive (taxing those with
less at higher rates), I suppose it tangentially is germane to the forum.
However, the actual thrust of the press release - whether the U.S. should
have such a system - is not the purview of Minneapolis-issues. It's not that
it doesn't affect Minneapolis, the issue just doesn't affect Minneapolis
uniquely or particularly. Our rules state appropriate topics must be able to
be agenda items for the city council, mayor's office, other city elected
boards, Minneapolis items in the Minnesota House, Senate, or at Hennepin
County.
The spirit of the rule is: a local list's virtue is discussing Minneapolis
items that are too parochial for bigger forums. Please live up to the spirit
of the rule, or warnings will be issued to anyone trying to go off on a
discussion of federal tax policy.

American Peoples Dividend costs half the Bush plan and gives every
man, woman
and child $300 annually
WASHINGTON - February 7 - The Congressional Progressive Caucus will
unveil its
comprehensive American Peoples Dividend tax plan at a press
conference on Thursday,
February 8, 2001 at 11:30 in the House Radio-TV Gallery. Costing $900
billion over ten
years, the Dividend would give every man, woman and child $300 per
year annually. Though
President Bush continues to say that his tax plan is across the
board, conservative and
liberal analysts alike agree that his $1.6 trillion package provides
at least 50% of the
benefits to the wealthiest 5% of the population. The American Peoples
Dividend, on the
other hand, is truly across-the-board, with every American receiving
the exact same tax cut
amount. The Progressive Caucus has met with the larger Democratic
caucus and the
Democratic leadrship this week to build support for this proposal.
