Where did you look Steve?  And the broader question for the City (as it is
for many companies, and the U of MN where I work), is what do we do with
the management of forms as we migrate from a paper to an electronic world?
The office I work at at the U, Policy and Process Development has been
involved with putting together an online Forms Library....  Folks call me
the "Policy Librarian" here, but I'm really now the Policy and Forms
Librarian--and heck we even had a forms committee (called UFFDA for
University Fragmented Forms Development Association)--yup, pretty
corny--and after we finished the first phase of the project we rewarded
ourselves with a forms feast (yup, too much exposure to forms does cause
one to go rather cuckoo)....  But you know committee members went to this
conference held in Minnesota for BFMA (the Business Forms Management
Association  http://www.bfma.org/)...  Anyway, we have lots of the
University Wide forms up in the forms library (http://process.umn.edu, then
click on Forms Library -- a tab over on the top right of the page) to see
it--but we keep on finding out about more departments that serve up U Wide
forms that aren't in our library.  City Government is rather similar to
this--a large, complex and decentralized beaurocracy.  The U Maintains it's
own copy of the First Report of Injury (which is a State of Minnesota form)
because the state has recently put that form into a format where you have
to purchase a client program in order to read and use the form.  Not the
greatest idea for a form that's used by the public...  

Anyway, with tax time coming around, I would like to see fillable tax forms
on the IRS and state tax sites (using PDF, but just add the fillable fields
and calculated fields)....  This would be a wonderful convenience for
folks.... and would help make filing taxes easier...  They could start with
putting the major forms that most folks use (the 1040, 1040A, etc. for the
IRS, and the M1 and the property tax for the state), then move on to some
of the commonly used business forms for the next round.  Speaking of state
issues, and legislative issues, I would like to invite folks interested in
discussing state issues to join the MN Politics Announce and Discuss lists.

Legislative staff and reporters are part of the audience here.  The
announce is political announcements, events, press releases, and
thoughtfully written opinions (not the garden variety rant on a discussion

Note:  both Walt and Bob screened, filled out the questionaires, and
requested Stonewall's endorsement.

Megan Thomas explains the process as follows:

Those members of the Board felt that given their own lack of information
about the city council candidates and concerns raised, outside of the
endorsement question, that they could not justify going against the
membership recommendations.

In addition to screening candidates on issues unique to the GLBT community
we also raised questions about the Minneapolis Police Department, Housing,
etc. We evaluate candidates as to not only are the good on GLBT issues but
whether or not they would be good council members for the broader community

So did the board not get copies of the questionaires?  You'd think the
questionaires would provide the information required to make a decision.
Anyway, this statement clearly contradicts Wizard Marks' insuination that
there was a problem on GLBT issues for the non-acceptable candidates.

Megan Thomas (Stonewall's Chair) writes:

The Website has been updated to reflect the actions of the Board on Tuesday
night. The only candidates listed now are those that were found acceptable
and endorsed. It is the policy of the Stonewall DFL that  after these
actions have taken place that we only list the candidates endorsed or found
acceptable. In other words, we do not give free publicity to those
candidates running against the candidates we have rated as acceptable and/or
endorsed.

Obviously, the Stonewall DFL endorsement is totally useless regarding
telling folks whether a candidate is good on GLBT issues.  Good for Michael
Krause for having the courage to publically split with Stonewall DFL over
this issue.

Rich Stafford opined that the Nader voters hurt Al Gore....  but I have a
question for Stafford.  Why did Nader have a booth at Pride and Gore did
not?  It seemed that the Gore campaign lost a good opportunity there.....
Considering that Gore was openly going for the GLBT vote, it seems rather
odd that the campaign didn't invest in a booth at Pride.....  Ultimately,
it was Al Gore who hurt Al Gore.... Russ Peterson said it all.  It's not
Gary Schiff's fault that Al Gore was totally ineffective in motivating
voters....  And I think it's rather interesting that Stafford supports
Annie Young (who is a big Nader supporter), but is totally irritated by
Schiff.  Is this because Schiff is Gay?  And woe to the Gay DFLers who
flout the marching orders of the DFL leadership (and who also show how very
weak some of these Gay "leaders" are at delivering rank and file gay
votes)....  I've said it before... and it bears repeating:  Gay people
should vote with their brains.  And I'll amend it--no one should blindly
vote party line, and no one should assume that others will effectively
screen candidates for you.....
