Hear, hear !!!!

I was disappointed at the Strib editorial on Saturday because it seemed to
imply that people opposing additional TIF-financed development were
demagogues.  It's nice to see the opposite view in the business section. (A
development which, BTW, cuts against the oft-repeated complaint that the
Strib tailors its news coverage to suit its editorial desires).

In addition to taking a TIF "time-out" (which I have already proposed), the
city needs to establish a comprehensive plan with respect to TIF.  Right
now, use of TIF is totally ad hoc, at the mercy of whatever project gets
political muscle behind it -- there are no overarching principles or
guidelines which could help the City Council sort out good TIF proposals
from bad ones.   

Perhaps we need a TIF Task Force, modeled after the Affordable Housing Task
Force, so that experts in municipal finance and real estate could propose a
set of TIF guidelines for the city, without considering the merits (or
politics) of a particular project.
