The Council with its overall responsibility for the City is ultimately the
employer.  Participation of the Council is hardly meddling.

There has been a continuing dispute over whether some employees are actually
supervisory and management.  Generally employees that are truly management
are do not receive additional compensation for overtime.  For supervisory
employees it seems to vary with the bargaining unit.  If the supervisory
employees are a member of the bargaining unit, its a fair item for the
parties to negotiate.
