Why is school district "governance" of schools and students so different from
municipal governance?  That is, if you concede that students shouldn't become
too separated from those managing their education (school districts) in the name
of efficiency-- why should would it be good policy for Minneapolis/Hennepin Cty.
citizens become further separated from their local governments in the name of
efficiency?
