Merging, and Annexing are two vastly different things. As one who has been
Annexed (hostile takeover), it's become a lesson in political arrogance,
lack of representation by judicial design and ability of a small group
(geographically and numerically) to refocus the goals, comprehensive plans
and governmental character of a larger community. In this case, a small
city has used an annexation to replace the tax base that they squandered
through TIF, and expand city personnel (but not yet services). (Yes, I'm
quite unhappy, and presently powerless to effect change, but the facts are
what they are.)
Merging, on the other hand, gives the opportunity for two communities to
discuss differences, possible advantages, develop a plan, and, MOST
IMPORTANTLY, allow the residents of the two communities to decide whether or
not to merge. In a merger, EACH community must have a majority vote FOR the
merger---or it doesn't take place. Therein lies the most basic
difference--Mergers are VOTED on, annexations are DONE unto.
My understanding is that under present Minnesota law, one CITY may not annex
another. However, Cities can annex towns and townships and unincorporated
areas (if any remains out there). Merging has a very distinct place for
the Metro area, and it is, in essence, what the Indianapolis area did when
they went to a Metro government.

During the last election there were two towns southwest of Minneapolis who
proposed merging. It took an affirmative vote by the majority of citizens
of both cities.
