David, as list manager, did what he needed to do. 
Somehow it spilled onto the list and a few people have
objected.

Having managed a similar list for a couple of years
now, I feel compelled to offer a couple of comments.  

First, I don�t think anyone would take the time
required to manage this list if they didn�t have a
deep interest in public policy, as such they will have
opinions.  Second, I view these lists much as I would
a public meeting.  If a person becomes disruptive they
will be asked to behave within the expected level of
decorum, if they don�t they will be asked to leave. 
In our case the expected decorum is the rules of the
list.

Like most public meetings, most don�t participate;
they listen (read) and maybe will comment privately to
one or two individuals about their observations.  On
the list that I manage, I have had a number of people
complain when the discussion becomes less civil, when
that happens there seems to be a higher incidence of
people unsubscribing to the list.

When a person�s behavior continues to be such that it
detracts from the list (disrupts the meeting) we as a
group can benefit by removing the disruption.  A list
manager is going to see many things that he or she
doesn�t agree with (just as is the Chair of the
meeting), that comes with the territory, the challenge
which I think David has handled very well is to
separate ones own opinion from his list management
duties.

There is BTW a higher authority; the Board of
Directors of MN E-democracy could intervene if David
was overstepping.  David should be commended for the
way he has built this list to the high level of
community discussion it has achieved.
