Community Meeting to discuss CNIA request for $120,000 NRP Plan Mod to be
held on 4/21/01 at Sabathani Center located at 310 East 38th Street. For
more information call CNIA offices.

CNIA holds Plan mod meeting
Seventy-five community members turned out to discuss and review proposed
NRP plan mod revisions from the Central Neighborhood Improvement
Association. The meeting began with a rousing opening by CNIA Community
Organizer, Major Topps. CNIA Chair, Zachary Metoyer, then formally opened
the meeting. A presentation by Earl Rodgers, Executive Director of
Southside Neighborhood Housing Services, followed. The presentation
provided an overview of the fundamental program concepts revisions for the
comprehensive block program hwich wiwll be implemented by SNHS as part of
NRP program administered by CNIA.
CNIA Executive Director, John Ruffin, then followed ith an NRP update hwich
gave those in attendance an opportunity to review the history, recognise
the progress thus far, and galvanize for the future. Upon completion of
his presentation, Mr. Ruffin then offered an overview of the proposed NRP
plan modifciation professed by CNIA.

Several members in attendance expressed concern regarding lack of proper
notification, this was rebutted with documentation from the United States
Postal Service containing a postmark of the date the organization's
notification was sent. Due to the concerns expressed by some in
attendance, a motion then made by the chair of CNIA that the meeting be
turned into a workship, and that the organization re-notify the community.
Members in attendance spoke forcefully for and against the proposed motion.
The motion, however, was passed. This lead to thought review of the
organization and proposed NRP review.
Community members discussed the proposed revisions for several hours ith
those in attendance bing urged to participate continued NRP implementation
via the committee structure administered by CNIA. After the discussions,
community members were treated to a dinner and festivities for the youth in
attendance. We encourage all community members to join us for the final
NRP plan mod community input opportunity on April 21st at 10 a.m. The
proposed revisions are included on page 1 for your review.

Text of Notice for the CNIA Business Development Committee Meeting....
This came in the mail yesterday, along with the Community Word:
Proposed New Development
Sabri Properties is seeking neighborhood support to allow a development on
Mr. Sabri's site south of the Roundup Bar on Lake Street and north of 3037
2nd Avenue South.
The Current zoning for that site is C1 and he wishes to change the zoning
to C3A to allow retail on the first floor and a hotel on the second and
third floors.
Also, Mr. Sabri will be seeking a change of zoning on his property located
at 3024 3rd Ave South to grant him a conditional use permit to allow
additional parking for his development on 2nd Avenue South.
The proposal will receive its initial review at our upcoming CNIA Business
Development Committee Meeting to be held on April 3, 2001 @ 4:30 pm. The
meeting will be held at Urban Ventures located at 3041 4th Avenue South.
The preliminary plans ill be presented and there will be an opportunity for
community input and feedback at this meeting.
If you have any questions or comments regarding teh review of this
proposed development you should contact the CNIA office @612-822-3302.

I plan to attend the first hour of this meeting. I hope other folks
concerned about this matter will attend. I will also print out and bring
correspondance related to this subject from the cnia-chat list. I would
encourage folks to call CNIA to state their opinions regarding the motel.
Folks also might consider contacting friends in the CARAG neighborhood --
especially if you know folks on the CARAG board, to let them know your
concerns about the motel. This could be an issue in both the 8th ward and
10th Ward City Council races.
I would personally like to hear clearly from each city council candidate
and 10th ward council member, and candidate for Mayor, Lisa McDonald: if
the zoning meeting were held today, how would you vote on Sabri's proposed
zoning change? And why?

Apology:
I would like to appologise to the list for violating the two post rule
yesterday. I didn't recall my post regarding Joe Biernat in the am.
After, David Brauer kindly pointed it out to me, I checked the archives,
and sure enough, there were 3 posts. A personal pet peeve about the
Minneapolis archives, is it's not as easy to browse them for date as yahoo
groups archives are.
So I'm very sorry for the insult to your inboxes, and I will be extra
careful to make sure this doesn't happen again.
