Our _community_ needs an integrated e-mail notice and discussion system
where people can type in their address or interests and be given a list of
e-mail newsletters, alerts, and civic discussions of interest.

For example if typed in my address I should have the option of join my
e-block club, the Carag Forum <http://www.carag.org>, my local police
precinct notice list, a snow emergency list, a mayor's press release list,
a local park activities list, a local school list, a civic calendar list,
and of course the good old Minneapolis Issues Forum.  Of course we can't
forget the county, Metro transit, etc..

I would guess it would take about $240,000 to develop a pilot system
assuming that it would be part of a larger state-wide technology base in
the long run to spread costs.  The greatest long-term cost is the time it
takes for government staff to change the way they work and actively
disseminate information electronically and to administer thousands of
citizens who have trouble signing up or changing their settings.
