There are two kinds of crosswalks. The kind at an intersection controlled by traffic signals is still controlled by the WALK/DON'T WALK lights, if present, otherwise by the presence of a green light. The change made about three years ago and updated since, applies only to intersections (or other marked crosswalks) where there is no signal control. If you think that the walk light is not on long enough, report it to the city or the appropriate govt office if not in a city. In particular, if there is no walk when green AND there is no button to push to get a walk signal, then the signals need to be adjusted. There is something called the uniform traffic device (or something) manual. I believe that it has specs on minimum times for signals.
