Council Member Lisa McDonald said she voted to settle because she
considered the facts strong enough that the city might lose a jury trial.
But she also expressed some concern that the Minneapolis officers weren't
disciplined by Chief Robert Olson.
"To me that's the problem with the chief, that he's not taking the action
that needs to be taken," she said.
She also faulted Olson for not attending the closed council meeting. "He
neither shows up to defend the rank and file or to listen to what our
concerns are," she said.

There's been alot of problems with police brutality and excessive force
lately.
According to the article, plaintiff attorney "Hageman said the lack of
discipline of the officers would have made his case stronger. One of the
suit's allegations was "the city has a history of tolerance of the use of
excessive force on fleeing suspects.""
