The NRP pays for Directors and Officers Insurance for any neighborhood that has a 501(c)3 organization and is the recognized MCDA and NRP Citizen Participation group. NRP negotiated a "group" rate a couple of years ago when individual neighborhood groups were receiving astronomical quotes when applying individually.
