I know for People of Phillips the state did try to take money from Board
members in some time of levy. I believe one of the Indian men on the Board
had his rent credit check taken and he already was on assistance with
little money himself. I don't remember all the details but there was
certainly threats and attempts made at trying to get some money out of
Board folks. It was a mess and it was ugly.
There is Board Training offered by several organizations that can help
folks learn the ropes on Board roles and responsibilitites. And I always
suggest that a Board find a legal schmiggle and a financial wizard to sit
on the Board which helps keep folks on track. Unfortuantely, what happens
a lot of times is the President or Chair and a couple of cronies take over
the power and don't share all the information or think they know-it-all and
subvert the real meaning and purpose of a Board and its responsibilties.
And let's not forget the old cliche' - "Money is the root of all evil".
What I have seen in most groups that fail is that the issue is power and
control and the fight over the use of the money... nothing more, nothing less.
