[TB] Payroll taxes withheld but not yet remitted are
considered to be held in trust by the employer (my
non-legal explaination). A number of people can be
considered "responsible party" when the amounts
withheld are not remitted sometimes including the
person who merely signs the payroll checks.
I doubt very much that an Officers & Directors policy
would have paid the taxes withheld but not remitted,
that is essentially fraud.

[TB] I'm not a lawyer, I don't even play one on TV but
my accounting background would tell me that the state
probably did have the authority to seize bank accounts
as certainly the officers were responsible parties.
With the leadership position, even if it is as an
unpaid volunteer, comes the responsibility to see that
the law is complied with. I think that anyone who
knows enough to know that income taxes need to be
withheld from the employees knows enough to know that
they then need to pay it over to the state or federal
government.
NRP has its problems, but you can't tar the entire
program because of some abuses in 1 or 2 of 80
neighborhoods that were caught and corrected.
