The Strib's Bob Whereatt reports that the newly revived stadium bill
switches the state agency with power to decide where the stadium gets built.
The old bill gave the power to the State Planning Agency. The new bill gives
the Department of Trade & Economic Development Commissioner the power to
pick the city. Who's the commissioner of DTED, you ask? None other than the
former Minneapolis MCDA chief - and longtime Mayor Sayles Belton
