Forwarded from the city's Jan Hrncir, to my observation that the city should
seek legislative exemption to post long official notices on the web, not in
official papers like Finance & Commerce:

Jan writes:

For your information, the City Clerk's office has worked with the
Intergovernmental Relations Department for the last two years to pass
legislation to allow publication in either the Finance & Commerce and on the
Web.  The newspaper lobby has been out there very strongly opposing this
legislation.  This will be presented again next year.  Sooner or later the
legislature will realize it is time for this change.  Our office has been
working with other cities in the State of Minnesota

Also, we currently put the Official Council Proceedings in the Finance &
Commerce AND on the Web.  It is in our website:  ci.minneapolis.mn.us
The one on the web is in its complete form.  The one in Finance & Commerce
has a number of resolutions and ordinances in summary form without
publishing the complete resolution or ordinance.  Our Charter does allow us
to summarize, but the Charter amendments require us to follow certain
procedures.

We realize Finance & Commerce does not reach enough people.  We are
committed to providing this information in the best possible way to reach as
many people as possible.
