Neither of those situations are like the Central situation. PNIA went down for
unequal treatment of different
colors and cultures.POP went down for mismanagement. Remember, on the day the first
lottery for place in the
NRP, Earl Craig, then head of NRP, prayed aloud, "Please don't let it be Phillips." As
the biggest
neighborhood in the city and one of the nine poorest and most decrepit, Philips was
the most difficult one for
anyone to get a handle on. On someone's part, it was a wise decision, for the time
being, to allow Phillips to
divide into 4 entities.

Every neighborhood organization that was here when the NRP started, started that way.
We are just now starting on

Central received $6.4 million dollars. There was bound to be this conflict when
recruiting to all groups was
not working. Blue collar People of Color were not recruited and they resented it.
To repeat, for maybe the tenth time, there probably isn't any money missing at CNIA.
The books show a
$110,000 liability. To assume that liability means missing is erroneous. Liability, in
CPA talk, means debts.
