To clarify a previous Jan Del Calzo post:

Thanks, Annie Young, for pointing out that I mistakenly typed 1966 instead of 
1996 several times in my previous post.  I must be in a time warp somewhere. 

Another post from Tom Holtzleiter asked:

Tom, you are correct that physically the North South runway is pointed at 
Minneapolis.  However,  the record of decision by the Federal Aviation 
Administration states that the runway will be used only in a southerly 
direction with takeoffs and landings to the north only under extreme 
conditions(spelled out in the document) and  projected to be less than 1 
percent of the time.

As I stated in the earlier post, the way that North South runway diverts 
traffic from Minneapolis is that without it, the traffic would be on the 
parallel runways.  If that runway was not built the parallels would have been 
used more and more pushing traffic later and later into the night.
