I live on 4th Avenue Northeast between 15th and 16th Avenues, half a block 
north of the bar known as Mayslack's, which this weekend is having another 
one of its rowdy music festivals that I never attend. And last night I 
observed the driver of a police van (#2202 I believe), socializing with my 
neighbor--my problem neighbor, on whom I've called 911 a number of 
times--while the police were supposed to be dealing with the patrons of 
Mayslacks who were parking on and urinating in people's yards.

What really steams me is that instead of doing the job we pay the police to 
do, this cop sat and listened to my neighbor yak on and on about what a great 
guy he is, how good he is for my block (!), how glad he is that my other 
dysfunctional neighbors next door to me have moved out of their apartment, 
and how people call the cops on him only because he is black. Did it ever 
occur to this police officer, who was supposed to be patroling the area, that 
this man may not have been telling the truth?

I have called the cops on this neighbor, not because he's black, but because:
    1) He and his friend ran around dumping garbage recepticals over in my 
alley (I'm the one who set them upright and cleaned up the spilled garbage);
    2) held loud street parties at 2 am with my next-door neighbors (the same 
people he told the office he was glad were gone) and supplied alcohol to the 
underage girls who lived there;
    3) when he is drunk, sits on his front stoop and yells abusive and 
sexually explicit language at me and other women (this man can turn on the 
charm when he wants, but he is MEAN when he is drunk).

This man is a huge man, and he stares at me a lot, and I'm afraid of him--and 
I wasn't about to walk out into the street at 11 p.m. and confront him right 
then and there in front of that cop, although I definitely considered it. 

I called the 2nd Precinct today and complained that the police were 
socializing with--as far as I'm concerned--criminals, when they were supposed 
to be chasing them! I got an answer stating that the sargeant and Council 
Member Biernat were aware of the situation and that tonight (this is 
Saturday) would be different. Well, we'll see. But I'd like to find out who 
the driver of this van was, so that the next time my "great guy" neighbor 
downs three beers and starts blathering about what he thinks my woman's role 
is I'll videotape the dude. Then the police can observe how wonderful their 
new friend really is.
