If I may keep the DSL and water meters threads alive a bit 
longer, may I ask if any more gifted techies than myself know what it 
would cost to give basic internet access to every city residence? My 
understanding is that the Postal Service considered giving every U.S. 
resident free e-mail and found that the cost would be hilariously 
cheap. Unfortunately, the Postal Service decided they'd prefer to 
continue shagging mail by the truckload. So I ask the question- would 
the city save enough in mailings to pay for free e-mail for every 
residence? If not, how much would have to be added to say the water 
bill to pay for e-mail for every city residence?
