It was a city referendum.  The legislature had nothing to do with the
amount.  The decision on how much to ask for was negotiatedbetween the
Library Board, Mayor and City Council leadership.  It was a negotiation,
with the Library Board pushing for more and (as I understand it) the mayor
pushing for less.  It was a political compromise.

The total central library project includes the new central library, a new
planetarium, and a parking/retail/housing development on the "Nicollet
Hotel" block.  Actually much more the $156,000 (including the branches) The
dollars include $110 million in bond funds, hopefully state funding for
part of the planetarium, contributions (there hope for some big support for
corporations and foundations for the planetarium and library), tax
increment financing (TIF) and funding from the city parking fund.

The branch capital funding includes the $30 million in bond funding and
traditional CLIC funding (Capital Long Range Improvement Committee--the
group the recommends the regular capital funding for the City, including
streets, utilities, park, city and library buildings)

The $156 million did not include operating funds.  Capital bond funds can
only be used for capital costs.
