In reply to Tim's message.

He raises good points on once through cooling systems - many which were raised last 
summer as General Mills applied to use a section of the old MN law which would have 
allowed them to expand their system of OTC.  This prompted a fair number of public 
discussions on this section of the law and the permit application for General Mills.

The good news on this is it got my attention and many legislative colleagues.  I 
carried a bill for the MN Department of Natural Resources (DNR) that closed what we 
call the Once Through Cooling loop hole - the bill was signed into law by the Governor 
last week.

The upshot of this is that General Mills, through negotiation on their permit 
application, realized the up hill battle to be fought and I believe withdrew the 
permit application and will be doing a conversion to a different heating and cooling 
system and their new building will utilize different technology.  (It would be great 
if they would consider a green alternative like heat pumps or other heating and 
cooling technology).  The good part of this one is that in working together many 
people influenced the decision of GM and went on to get the law changed.

I am in Grand Rapids MN at the DNR's forestry summit so I am a little thin on gallons 
pumped through the system but I would be happy to follow up when I return to the 
Cities if Tim would like - either on or off the List.
