Sad, but true, Carol. TIF is the only tool that Minneapolis uses for economic
development. TIF is great for large projects that need to be completed quickly.
However, Minneapolis uses TIF for any conceivable project without looking into more
appropriate alternative economic development tools, i.e., revolving loan funds, tax
abatement, et cetera.
