I just want to touch on a thread here about the
"power" of Neighborhood Associations (NA's). 

The volunteers on the Neighborhood Association Boards
were elected to those seats.  They are elected by
stakeholders in the neighborhood at the annual
meeting. 

Neighborhood Associations have recommendation power
only. All recommendations are passed on to some
decision making power in the city structure itself.  

Neighborhood recommendations submitted regarding
Zoning and Planning issues go through the Planning
Commission, Zoning and Planning Committee and the City
Council and Mayor.

Recommendations regarding MCDA go to the MCDA Board,
the Ways and Means Committee or the Community
Development Committee and then on to the City Council
and Mayor.

NRP Neighborhood Action Plans go to the Management
Review Team, the NRP Policy Board, and the City
Council and Mayor.  Once approved at all levels, minor
changes can be made to the plan at the neighborhood
level without going back through this process. Major
changes must go back through the process.

At any time during this process, you have a right as a
citizen  to lobby the elected representatives whether
that be your neighborhood board member or your Mayor
if your views don't agree with that of those attending
a neighborhood meeting.
