I only know of one of my NRP assigned neighborhoods
that has a membership fee. That is $5.00 per year.

I am in agreement with a voluntary membership fee that
does not restrict access to voting or participation.
After all, those flyers cost money to print.

I know many neighborhoods including my own that do
capital campaigns to raise money for the organization.
Silent Auctions, dinners, festivals, dances, or
whatever. It is a good way to raise a little money.
Don't get excited, the most I've seen a neighborhood
raise in a capital campaign event was $10,000. So it
will not be the neighborhood associations only source
of funding. The biggest plus in doing an event like
this is the community building. It's just one more
way to get people in the neighborhood together to talk
about neighborhood issues.
