The City Council Public Safety and Regulatory Services Comittee is expected
to consider the Hard Times Cafe's application for license renewal on
Wednesday, June 27.  The matter would then be considered by the full council
the following Friday.

Although the City's previous revocation of the Hard Times Cafe's licenses
are still tied up in the court system, City officials requested that the
Hard Times apply for a license as it continues to operate.

If the City Council were to unconditionally grant the Hard Times Cafe's
licenses, it could have the effect of ending the court case because the
licenses would no longer be in jeopardy.  This would end the huge injustice
to the Hard Times, and save the city a lot of litigation costs.  The Court
of Appeals has already recognized the City Council's violations of its own
rules.  The conduct of CMs Joan Campbell and Joe Biernat would likely be a
focus of further legal proceedings.

CMs Biernat and Campbell would appear to have the most influence over what
happens.  Joe Biernat is the chair of the PSRS committee that considers
license applications.  The Hard Times Cafe is in Joan Campbell 's ward.  In
these situations most city council members typically defer to the CM who
represents the ward, and Campbell was certainly the origianl driving force
to shut down the Hard Times Cafe [notwithstanding her failure to be present
at the final vote and her election year attempts to distance herself from
the decision].   For those who have supported the Hard Times, this could be
an opportunity to express your views and watch the CMs.
