In response to Cam's posting, I think that if we want to have NRP on the scale that it
has been for the past 10 years, then we may need legislative approval no matter what
type of funding we are seeking. Adding NRP to the local levy may not happen in the
near term only because the city council will probably have to concentrate on how to
fund the MCDA for the future.
If Sen. Pogemiller and other DFL legislators are correct that in a couple years
property tax levies will have to increase to make up for the lack of commercial and
industrial property tax revenue, then we might look two years from now to restart NRP.
There might be another restructuring of the property tax system at that time when
communities see that they don't have enough money to do want they want or need to do.
Next time around Minneapolis should seek support from cities throughout Minnesota.
Maybe more cities should be allowed to use TIF or other revenue sources for their
neighborhood projects? Legislators are more likely to approve funding that appears to
benefit the entire state rather than one city.
In the short term there could be a levy increase to increase development programs at
the MCDA, but I don't think that is likely nor are the neighborhoods going to be
particularly pleased that they will no longer be part of the decision-making process.
