Responding to various posts on the Tax Bill and NRP:
   - Yes, the entire delegation, as we wrote, is upset about the loss of the state
authorization of funds from TIF for NRP and some of us (me included) did not vote for
the bill for that and other reasons. But members who voted for the bill anyway should
not be criticized. On the whole the bill is a very good bill for Minneapolis, in terms
of property tax relief for residents and redistribution of various aids and the state
takeover of basic education funding and excess levy funds. (These are long term DFL
positions). My objections include too generous a package for businesses and owners of
expensive or second homes and the total amount of tax relief, leading to the starving
of programs like education (from early childhood through U of M), environment and
health care. Individuals balanced the different factors differently as they came to
their individual decisions.
-Finally, Sen. Ranum is absolutely right. There are lots of opportunities for the
city to make NRP a funding priority and seeing that happen must be our priority.

Phyllis Kahn State Rep 59B
