Broadly speaking, any of those things that the MCDA is authorized to do directly or through third parties. It is not limited to housing but it appears to exclude some non-housing, non-economic development activities which are allowed under the NRP authorities. The City Council (acting as the City Council) is the authorizing authority. There is no 'two year' reference in the statute.
