This thread is getting old, but I just returned from
the holiday and had some random questions about Dave's
random thoughts.

Dave was willing to give some credit to Republicans
for the tax plan in that it forces more local
accountability. He went on to say we must now decide
how much to tax ourselves.

Being a practical person, and I might also believe it
might have something to do with his political
persuasion, Dave also said that he would prefer the
council raise taxes to save NRP rather than doing so
through a referendum. The reason Dave used was that if
the council raised taxes that would force business to
pay a larger portion of the increase.

As a Middler, I like the part of Dave's thinking that
talks about more local accountability, deciding
ourselves how much we should tax ourselves. I was
confused by the contradiction however when Dave then
tried to suggest a more "painless" way of keeping NRP,
his "Let's tax business for a greater portion". The
question raised is why do we always have to find
someone else to pay for what we want? Let's stick with
being accountable on NRP. 
 
The second question is for any CPA types out there,
since I am just a small business person and might not
have a full understanding of how these things work.
When big business is taxed, do they pay the tax out of
their profits? Or do they raise their prices? Being a
small business person I know what I do, I raise prices
to reflect costs. So then the question is, who pays
the higher prices? I suspect it comes down to
customers, us citizens again.

Why the subterfuge? If NRP is so important, let
citizens vote to raise their taxes. We just went
through a session where one of the goals was to reduce
the disparity between commercial and residential
taxes. Now one of the first suggestions is to find a
way to raise "their" taxes more than ours?
