Brandon you are correct.  The "Official DFL Sample Ballot" printed for
the Primary contained the names of ALL DFL endorsed candidates in a
given area.  For example, not all wards had endorsed council candidates
and Park District varies across the city.  All races were included on
the sample ballot- even if they did not have a primary.  Of course there
was no DFL endorsed candidate for the mayor's race.
