Joan Campbell is the first council member to lose a non-partisan primary
election since 1961. Twelve members (then called aldermen) lost
non-partisan primaries during the first non-partisan era (1912 to
1971). Nineteen lost partisan primaries during the first partisan era
(1900, when primaries were first held, to 1910) and three members, all
DFLers, lost during the second partisan era (1973 to 1983).

Campbell's 12 years on the council make her the second-longest-tenured
member to lose a primary after George E. Johnson Jr., who had served 14
years to the time of his defeat. (Claus Mumm served a total of 16
years, but not continuously.) Interesting to note that before Campbell,
the last three to lose non-partisan primary elections were all from the
historic 5th/modern 8th ward.

It's theoretically easier for an incumbent to lose a partisan primary
since they only have to come in second. To lose a non-partisan primary,
the incumbent has to place third (or lower).

These are the council members who have lost primary elections in the
city's history. The list is by ward. If the ward number contains a
slash, the second number is the current ward number and the first number
is the historic ward number (before 1947). At the end of the list are
the historic wards 5, 6, 8, 9, and 11, which correspond to no current
wards.
