Dyna - trust me, it's nothing personal, but thanks for asking.
The standard is that an issue must be uniquely local or have
disproportionate Minneapolis effects. The cross-wind runway obviously
affects south Minneapolis disproportionately (noise), compared to all but a
few suburbs. An issue can extend beyond our borders, but must have a
significant local (Minneapolis) effect compared to other cities, states, or
nations.
For example, double-decking the Crosstown highway also affects Richfield,
but has a disproportionate effect on the other side, in S. Minneapolis. The
issue doesn�t effect everywhere in the state or region or nation.
Protecting trucks, on the other hand, applies everywhere equally - nothing
especially Minneapolis about it. Ditto for ribbons on trees and discussions
on how to "get" the terrorists. It's a general, non-local issue that belongs
in a larger forum.
Again: this is a place for local issues. A local issue is one that has
effects primarily within our border, or a disproportionate effect within our
border. If it can apply broadly to the region, state, or nation, it probably
doesn't belong here. This is a place for Minneapolis issues that would be
too parochial for larger forums.
I don't think that's an unreasonable concept.
