Yes, you are correct.
Our court agreement with MNDoT stipulated a process that we have followed
toward the solution you mention. While it wan not a perfect solution we did
have plan for the intersection/road project which reduced the flow by a
small amount but allowed the project to be completed, but with an extended
time line to allow for further design. It was a solution the Watershed
District felt we could live with because it was projected to protect the
flow to the spring.
